Dispos
– Department of Political and Social Sciences – has been working since 1998
as an independent structure for education and research. Education
and research are organized into six areas: politological area; sociological
area; political thought area, political-philosophical area; international
relations and comparative institutions; political-economical geography and
geography of tourism. Three laboratories are active inside the Department:
Ocpel (Observatory on political and electoral behaviour in The Department is also actively
involved in European Tempus Tacis projects, aiming at increasing cooperation between
European Union countries and East-European and Central Asian countries.
According to these projects, it has developed relationships with scientific
and academic institutions inside the European Union ( Direction

Political science is an academic branch
that is increasing in importance in the last years. The organization of the
politological tuitions linked to the Department, is based on the general
characteristics of a scientific field which is oriented to study political
elements by the institutional and behaviouristic point of view. The
fundamental and characteristic teaching of the politological area – Political
science – studies the political sphere by a theoretical and empirical
point of view, also keeping into account the contemporary political
situation. The most important specialization fields comprise Comparative
politics, that can be considered as the specific methodology of the
Political science or as a deepening of it; Science of administrations,
which is oriented to the traditional perspective of the Public policy
studies; International relations, aimed to understand the dynamics of
international relations and the interdependence between domestic and
international politics. We can also mention Italian political system
that provides an introduction to the analysis of the transition of the
Italian democracy; Local
government, focused on the territorial marketing analysis; Public
policies, aimed to explain the decision processes; Political
communication and Institutional communication, oriented to define
some concepts such as communication,
language, argumentations, propaganda and to underscore methodological
instruments and relation among institutions; Political parties and
pressure groups compares the Italian study case with other areas –
especially European areas – and analyses the most important mechanisms of
political representation and power distribution. Sociological matters refer to a common
knowledge that traditionally goes under the name of social science. The aim
of this area is to provide theoretical and methodological tools in order to
understand the complexity of contemporary society. In the last 15 years –
after introduction of the politological-sociological course at the Political
Science Faculty – the sociological teachings have been increased in number.
These teachings are divided into two big sub-areas: one of them is oriented
to a methodological and systematic approach and comprises tuitions such as Sociology,
History of sociological thought, Methodology of social research. The
second sub-area is based on the study of the structure and the functioning of
specific elements of the society and comprises Sociology of Organization,
Political sociology, Sociology of the economical processes and
labour market, Economical sociology, Sociology of
communication, Sociology of cultural processes, Sociology of
intercultural relations, Contemporary sociological theories, Sociology
of administrations. The area of history of political
thought focuses on the historical analysis and the critical interpretation of
political considerations of modern and contemporary authors and movements.
The specific tuitions are History of political thoughts and History
of contemporary political thought. The more specific
philosophical-politological-sociological area refer to Political
Philosophy, Philosophy of social sciences, Analysis of political language,
History of public administration, History of Christianity, History of social
ideas, History of internationalist thoughts, History of political thought in
the Mediterranean area, History of the idea of Europe. The area of international and public
law, recently introduced, looks like a more and more important and followed branch. Fundamental and
characterized tuitions are International law, European Union law and
Comparative public law. Laboratories
The Department has started three
Research Centres-Laboratories named Ocpel (Observatory on Political and
Electoral Behaviour in The Ocpel was created in 1990 in order
to study the political elements referring to the electoral behaviour in our
Region. The Observatory offers a great range of electoral data related to the
Genoese Municipality and to the Genoese metropolitan area in the period
1970-1990. Since 1992, the data collection refers
to the whole Region. The database is open to consultation for experts in
electoral studies, university students, research bodies working on electoral
matters and local bodies. In the last years the Observatory has
followed three different directions: 1. collection
of electoral and socio-economical data aimed to the creation of a wide and
updated database, comprising the data of the last censuses (1971, 1981, 1991,
2001); 2. specific
research activities on electoral behaviour based on statistical data and on
other kind of research tools such as interviews, polls, publications; 3. promotion
of conferences, seminaries, workshops on the same matters. The OssPol offers a methodological
support to different research projects on political dynamics, paying
particular attention to the Italian case. The Observatory provides: 1. a
collection of documents (starting acts, interviews, leaflets) about the
origins and the development of the Lega Lombarda, the Lega Nord and the Lega
Nord Liguria movements (200 documents); about Forza Italia (100 documents)
and about Alleanza Nazionale (70 documents); 2. a
collection of more than 500 articles (published on scientific reviews, newspapers
and journals) about the first steps of the Lega political phenomenon from
1987 to 1994; 3. 50
books and several databases on cd-rom support related to specific political
elements (emerging movements, localism and federalism, local identities and
political participation, electoral market and new parties) and some working
papers on localist and federalist movements, comprising the Lega phenomenon; 4. the
methodological tools aiming at
managing and updating the database. As research Centre, the OssPol offers
a constant updating of the bibliographical references according to the most
important publications of the political literature field. The CeSMO was created in 1991 in order
to apply a comparative approach to the studying of organizations and to underscore
significant differences among them according to their dimensions, functions,
effectiveness and efficiency. The Centre provides to a collection of
bibliographical references about organizational culture and to the creation
of a methodological tool to measure the rules which lead the way of acting of
the administrative staff. The researchers have defined several indicators
aimed to create a mark of organizations according to the belonging cultural
area. Among the most important dimensions, it can be mentioned bureaucratic
indicators, staff empowerment indicators, degree of confidence and self
identification with the organizations. This model allows the study of
aggregate data referring to single administrative contests, collected through
interviews and questionnaires to representative samples of organizational
staff. According to the
organizational literature, to the tools activated, to the statistical
methodologies, the Centre has developed several researches able to define the
fundamental cultural dimensions and to show – using graphical supports – the
different ways of acting inside organizations. Nowadays, the Centre has collected
data about more than 70 organizations, both public and private ones, at
national or at local level. Research
Political area:
one of the most important research activity consists in an historical
analysis of the political science development. Several researchers have
studied elements of the Italian politics and, focusing on Italian transition.
Several studies about the party system change, the new electoral behaviour,
the pressure groups activity, the role of political Institutions and
bureaucracies and the European political system development have been
published. In theoretical field, Department researchers have produced
contributions focused on democratic government by a comparative point of
view, policies adopted by the governments with particular attention to the
economical field, deliberative democracy, élites and the role of the
political class. Social area:
among the studying fields, our researchers have focused on the political
process analysis and the new political parties analysed in comparison with
the social and cultural sphere. Now they are studying the change in the
system of values and religiousness; the relationships among stratification,
poverty and social politicises, immigration processes, deviance and
precautionary measures, youth and cultural associations. Through these
activities, the sociological researchers have strengthened connections and
cooperation with other Italian and foreign Universities. Besides they have
studied our regional situation in order to cooperate at the improvement
process of the local social services. Recently other researches have been
started, analysing communication and political marketing. This area of
research focuses on political professionalization and role of expert
knowledge; outcomes of the new marketing techniques and political
communication influence on youths. Political and Social Thought area:
this area is oriented to an historical analysis and a critical interpretation
of several political authors and movements belonging to modern and
contemporary age. The researchers pay particular attention to the
bibliographic documentation of the research status, the historical dimension
of the studied authors and movements, the political and ideological
atmosphere in which they acted, the philological study and the text analysis.
Besides, they identifies models, paradigms, thematic of the political thought
history and political language (private/public, democracy/monocracy, freedom,
dominion, tyranny). This research methodology is applied to different
linguistic-cultural areas: -
according to the modern age (XVI-XVII
centuries), the studies refer to the French and German geographical area and
are oriented to the analysis of Protestant Reformation, Bodin’s works and
French libertinism; -
according to the contemporary age
(’800-’900), the researchers are oriented to the French, English, German and
Hispano-American area and have produced studies on liberalism and French and
English socialism between ’800 and
’900, on the Institut für Sozialforschung of Frankfurt, on Josè Carlos
Mariátegui’s political thought. Political-philosophical area:
as regards for the philosophical-political-social area, our researchers are
studying the concept of idea and the following political and social
contemporary meanings. They also keep into account the political
terminological “vocabulary” and its historical development with particular
attention to the French XIX century. Specific researchs are dedicated to
the State theories in the contemporary age and to the socio-political
problematic referring to feminism and socialism. At last, a deep interest has been kept
to the reconstruction of the origins and the evolution of the social science
concept, paying particular attention to the theory of Karl Popper. Among the different research areas, it
has been created a methodological synergy which is scientific fruitful and
relevant. International relations and
comparative institutions: in this field, researches are
oriented to study actors, models, structures and dynamics of the
international relations, also taking into account an institutional
comparative perspective at empirical level (parties and party systems inside
the UE, Governs and Central Banks) and at theoretical level (birth and
evolution of the parliamentary systems inside west democracies such as
France, Germany, Great Britain, and Italy. International projects:
DISPOS has a consolidated background of
participation in university international cooperation projects. Its teaching
staff represents the main part of the teaching offer concerning the Course of
International and diplomacy sciences, of European Studies and of
Mediterranean policies and economics. Currently the staff of DISPOS is
involved in partnerships and collaborations with the below detailed Higher
Education institutions (Institution, Country and Town, framework of the
cooperation). These projects are important experiences of international cooperation and a good
premise for dissemination and improvement of university reorganization. The
realization of the projects depends on the skilful employment of our
intellectual capital through the resourcefulness and capabilities of teachers
and students. The main topics of interest in the international
activities concern: Strategic development, University management, Political
Science, Sociology of ethnics relationships and of cultural processes, Quality
management and assessment systems in training and education, Methodology of
social research, Public policies.
The main actions of DISPOS in this period are aimed
at the development of academic, training and management cooperation with
Countries in “transition”, such as Eastern Europe Countries, “Cooperation on higher education strengthens and
deepens the whole fabric of relations existing between the peoples of Europe,
brings out common cultural values, allows fruitful exchanges of views to take
place and facilitates multinational activities in the scientific, cultural,
artistic, economic and social spheres” Council
